A joke of a system

I was married to my ex husband for 12 years and finally had enough of his drinking and cheating. I made him leave and filed for child support. At first, he paid. He said whatever he needed to do for the kids to not change their life. Well, he met and knocked up a random girl and now he has changed 100%. Cant hold a job...and says that times are rough but sure doesn't have a issue supporting this girl and his new baby. He has found any and every reason to blame me..I moved to far away, I did this, I did that...I don't withhold the kids from him and still even meet him to get and drop off the kids even though it isn't in my papers and I dont live more than 100 miles away. (40 to be exact) He says that if I wouldnt have moved this would have not happened.

SO, I am not suppose to move on with my life and live it as I please? In my papers it doesnt say I cant move..I didnt do it to be crappy to him! Hell, I normally let him see his kids when he or they want due to I love my kids enough to do what is best for them! He is behind on child support, wont carry ins or pay me back for the out of pocket I have to make when they need to go to the dr. I cant afford to put them on my ins. Any time I ask about any of it, he lies to me or tells me times are rough.

I call the AG and they tell me that they will send him a letter for ins but they cant file enforcement on him due to the fact that he isnt 30 days behind..I said, YES HE IS..No, they tell me as long as he makes SOME payment (even if it is $5) within a month, they wont do anything! PLEASE EXPLAIN TO ME THIS SYSTEM. I cant get help anywhere due to the fact that the PAPERS SAY HE IS TO PAY ME...EVEN THOUGH HE DOESNT! If I wasnt taken care of my kids, the CPS would come in and take my rights, so explain to me how he still has any!
