Child Support and moving abroad....

Ok I have a question......My sister and her ex just divorced about 2 months ago; they have one 4 year old daughter together. She is talking to a guy in another country per internet and went to meet him a couple of weeks ago. She is now talking about moving to this country to be with the guy and leaving the child with her father. She also thinks if this happens that she still has rights to the kid, and thinks that she can fight for custody when and if she come back. Right now her ex pays a little over $100 per month, has the kid 4 days a week, and my sister has her three days a week and pays the day-care bills.....Ok here is the question...Will child Support change hands? If that is so; I was also told that if a person owes child support they can't leave the country; is that true?
