Child support in Indiana, good luck!!!

I have four children, I now have support orders on three of them,the first order on my oldest son went into effect in 1996,it was for $70 per week unless it was in arrears, then there would be an additional $10 added per wk. The second order on my youngest son and daughter was issued several years later, it was for $114 per wk. with the same $10 for arrears, I dont have a single issue for paying my support, for my children, but here is the twist, ever since the orders went in, the wonderful state of indiana has been taking 65% of my income, and at times not even leaving me enough to live on, recently I became unemployed about a month ago and now I find out the state has issued warrants for my arrest, for failure to pay...I recently had a man approach me in a grocery store and identified himself as a police officer, he was the one that told me I had warrants, and said that since it was a civil matter he would give me one week to contact an attorney...can anyone explain to me how child support is a civil matter?? I also am trying to figure out his reasoning, if I had money to hire an attorney would'nt I just go ahead and pay on my support..........
