Child Support is a joke!!

My daughter turned 11 years old December 2010. I have never received child support from her father. He owes me over $20,000.00 in back child support. He has 3 other children that he does not pay child support on either.. He owes about $30,000.00 in back child support on these 3 children. That is a total of about $50,000.00 in child support that is owed by him to his children. He worked a job for a few months but as soon as child support found him, he quit. He finds jobs that pay cash so they can't track him. I call The Dept of Human Services and they tell me "as long as he works for cash there is nothing that I can do!" "If we put him in jail you will still not get child support." DHS says there is nothing that they can do to him to collect this ?... There is a sign in the child support office that says "every caseworker has x amount of cases each and on any given day x amount of people are trying to contact their caseworker" I say lock their ass up and then you will not have that many cases just lying around.
12 years ago he robbed a man and threw him on the side of the road like someones trash and left him there to die. He was sentenced to just a few months in jail and got to sit in a restitution center to pay off the fine. Why is it that he can break the law and sit in a restitution center and work a job to pay the state because they broke the law, but he is not able to sit in a restitution center to pay for his child.
If there were stricter child support laws, people would not get so far behind. Take care of it before it gets too far. There are situations that are different and I understand that just because you fall behind doesn't make you are a dead beat parent. There are many that want to help their children but there are so many more that don't. I don't think that the system will ever get this issue resolved because they simply don't care!
