Child Support Owed

I was a non-custodial parent and was ordered to pay child support for 19 years. I was faithful in my obligation of support and even had medical insurance on my son the entire time and I still have him covered under my health insurance (he's now 20). I guess my concern about the child support laws in Texas is how could my wife's ex-husband, who never paid child support on two boys (one is 26 and the other one was 22 at the time of his untimely death), get away without making court-ordered payments up until about 4 years ago (which he pays only $93/month)? As far as we know, he never carried medical insurance on them. When I married these young men's mother, the 26 year old was 4 years old and the 22 year old was 4 months old. During this time, I carried them on my medical insurance, as well as car insurance, when they were at age to drive. Now, the father (non-custodial parent) is trying to collect on death benefits from my Uninsured/Underinsured policy that I carried on the 22 year old. The father is behind in excess of $100,000 on child support payments.
Is this fair or what? I understand that, by law, he has a right to make a claim on an insurance policy that he never made one single payment on! However, what about the child support arrears payment? Can he win a case in the Texas court system owing that kind of money? Guess we will see him in court!
