Child Support ....Wowwwww!

I'm not really sure if child support is the right terminology. Maybe it should be called, child chump change, or child Burger King money.
For the last ten years my daughter's father is now in arrears for more than $50,000 for his four children (all with different mothers). Yet, he is still allowed to walk this earth with total freedom. Freedom to do whatever he wishes. He wears Tommy, while my child has to shop at Walmart, Target and the likes. I don't get it. He is allowed to pay in snippets or basically whatever he wants to. The checks I get won't cover a tank of gas to get her to and from school each week. What in the hell is $18 a month when her lunch comes to $40. Sneakers on average cost $35 and at the rate she grows, the piece mill money barely covers one foot for a month. Let's see, it costs me at least $300 per season to cloth her. Summer camp comes to $470. I have to be able to prove daycare, but he doesn't have to prove his income.
He "is self-employed" so everything he makes is under radar. His wife is self-employed as well, so no money there. Yet, they have a new car.
There needs to be a better way to collect the money for children. Because support this is not!
