Dead beat dad that will not pay support

I have been seperated from my ex husband since 99 and when I took him to court for support the day at court and the judge ordered him to pay he told the judge as of that day he quit his job and he did. I did not receive anything until he filed his taxes that year and they gave it to me, since then he has not worked and had signed his rights over, by the way he has not tried to see or talk to his kids since 99 either. He owes 23000.00 in back support and thought that was going to drop when he signed his rights over. In the past last month I have went to court once for him wanting the judge to drop the back support and coming up for a reduction in what he owes me he only want to pay 20 to 30 a month. This is not fair at all I having been raising both of them when we seperated by myself ages 2 and 4 and now they are 11 and 13 with no help you would think by now I would get some.
