Discrimination between non-custodial and custodial parents

I am the non-custodial parent in a child support case filed in Oklahoma around 1997. My daughter was born 1993. I had never met her but I was paying my child support like I should and looking forward to visitation but then all of a sudden the case was closed in 2002 because the custodial parent had fled the state or moved and did not notify the child support agency or myself which was a court order. Over the last several years I have tried looking for my daughter and her mother without any luck. Since then I have been married for almost 11 years, have 2 beautiful boys and a wonderful profession.
I just found out that the custodial parent of my now 17 year old daughter re-opened the case at the beginning of 2011. The child support agency had used everything in thier power to find me and have me start paying child support once again which I am so thankful for because now maybe I have a chance to meet and spend quality time with my daughter. I feel that the Oklahoma Child Support Office was negligent in my case and discriminated against me as a non-custodial parent.
#1. They did not use the same parent locating program to find her as they used to find me.
#2 They did not provide any services, use any of thier lawers and Judges to hold the custodial parent responsible for contempt of the court order as they used to force me to pay child support. If I would have fled and moved, they would have suspended my drivers license, professional licenses, held a lien against my property and or placed me in jail.
#3 Because they allowed the custodial parent to flee or move without any punishment, they are rewarding the custodial parent for the bad behavior and opening the doors for many others to follow which is not justifiable.
#4 They have caused much mental anguish for me knowing that I may not be able to see or support my child like I rightfully had.
I feel that the child suport office should be held responsible for allowing the custodial parent to flee which if the table was turned I could not get away with it as long as she did.
I feel that since there is a monitary value for supporting a child (child support to a custodial parent), there is an equal monitary value of not being able to support a child (child support to a non-custodial parent) there is no amount of money that will replace the time and relationship I would have had with my daughter but unable to, due to the custodial parents contempt and behaviors which the Oklahoma child support office supported and should also be held responsible for allowing it to happen and not having the same services available to the non-custodial parent as they do for the custodial parent. This is clearly a discrimination case. I need an Oklahoma lawyer who can fight for me and help me.
