Drug Addict Mother with custody

I was contacted six years after my son was born. He had been conceived while I was fighting for my country overseas. I lost touch with the mother when I went back, and we never spoke again.
Six years later, I found that I had a son, and that the mother had been keeping him away from me because she was afraid that I would take custody, as she had been involved with drugs and in homeless shelters, and using her government aid to sell her food stamps and buy narcotics. Tell me, where was DSS at this time?
Child protective services got involved when she fell asleep and had a nervous breakdown on the highway with my son in the car. This was due to her drug use. Although I should have been contacted and it was suddenly known that I was the father due to my unhesitant DNA testing, Child Protective Services closed the case on the mother when she put my son into another home and went to rehab for her drug addiction. Now, I am getting Proposed Orders of Child Support from Florida when my son does not live with the mother, and I have been disallowed to know his or the mother's whereabouts.
I am absolutely going to fight for custody of my son. How is it that a drug addict mother can get away with this type of neglect and child abuse, place the children in another home, and get away with it while I am the known father of the child? Ludicrous! I am going to fight for my rights.
