Father fed up in Indiana

I am a father of 4 children. I have 2 with my ex-girlfriend(age 17). When my oldest daughter was 3, I won sole custody with no visitation rights given to the biological mother. I was awarded joint custody of the other daughter, that in itself is crazy, if she is unfit for one she is unfit for the other. I was court ordered to pay child support on the one that I was given joint custody. Since, I have married and have 2 children with my wife. Off and on throughout the past 16 years the daughter that I have joint custody of has lived with me, because the mother cannot handle her. She was placed on probation 2 years ago and given the opportunity to stay with me instead of going to Girl School. I am a strict father and she didn't like that and decided to move out 3 months later. Her grades had raised, she was caring about herself, etc. The courts allowed her to return to her mother and since has been in Detention Center and has been in Girl School for 1 full year. Through all of this, she has never attempted to help in anyway with the oldest daughter (18 now). It is like she never even gave birth to her, and I have had to continue to pay child support on the other daughter. She is remarried and has two other children with her husband. I tried to get child support modified because I lost my house in the flood last year and she has been in Girl School. I don't feel that I should have to pay child support fees while she isn't even living there. The state is taking care of her and she is getting the Child Support payments. I was told that there was no reason to stop child support payments because she is only 16 years old and the mother continues to have bills to pay and maintain a house for when my daughter returns. How is that fair, I am providing a roof over another mans family. I cannot emancipate her in the state of Indiana. Where are the rights for the fathers?
