Garnishment leaving Dependents Homeless

After the divorce from his first wife, my father paid child support regularly but missed a few payments while out of work/temp disabled. He did not get leaned on for it until the children in question were married. he repayed the due amount (little over $1000) many times over but had $30,000 in fees tacked on. Every month he pays but the amount still grows so that he could never pay it off.
He is not a dead beat dad. In fact, he has taken care of me all my life. (He just didn't love that vindictive woman). His license was taken many years ago. He has still managed to make regular payments but apparently its not enough.
Last year my father took me in with my baby when we had no where else to go. He has been taking care of us and all our needs. When I opened an account at the bank we put his name on it so he could make deposits when I need money (for diapers, food, etc).
When child support wasn't happy with his payments they froze his accounts and Mine, too, leaving me with nothing for my daughter. (I had just put in my last check so that I could order new birth certificates and required papers for assistance- now I cant even get that).
In all their efforts to punish an innocent man and make another vietnam veteran homeless, THEY ARE ABOUT TO LEAVE A MOTHER AND CHILD HOMELESS AS WELL.
Can Anyone Help??
