Help!! NY CSEU not sending payments.

I am a non-custodial parent in New York State. I have an out of state child support case. My divorce/child support took place in the state of Oklahoma but I now live back in The State of New York. Since 2002/2003 I have had my child support collected/garnished from my income by the NY State child support enforcement unit. There had never been a problem until recently. My ex-wife usually receives payments around the first of every month, but since April she has not received a single payment from The NY State CSEU. So for three months not a single payment! When I called the CSEU they would tell me NOTHING. This has been frustrating for my ex-wife as well as for me. New York State continues to collect child support from my income (which is now unemployment assistance) But they are not sending the money to Oklahoma. How can The state of New York play God with child support? This only hurts my two children. If I fail to pay I could have taxes taken, my license suspended and so on, but it seems that New York can do as they wish. So now I am between a rock and a hard place as I am on unemployment and can barley pay my child support and bills let alone a lawyer for help. If anyone has had this happen or has any ideas it would be great help.
