I have four kids

I am the father of four, pay $1,200 monthly and she still says it is not enough. She works have a live in boyfriend that works too. But she still says it is not enough. I am in the military and every time the child support in the state that we got divorce feels like garnishing my wages they do, without explanation.
Because I am in the military, I am sent to different places like right now, I am overseas and the child support office is having a party with my pay. At this moment they left me with $300.00 this pay period, where is justice for the fathers that are responsible?
She moves with out notifying me, she changes my kids from school to school. When ever I can call my kids or they are grounded from the phone or they are away, that means I do not get to speak to them. Where is justice?
I can not afford lawyers fees and the child support it has a death ear to my concerns. Family court is so back up that by the time they will give me a date, I will probably be out of the states again.
What rights do I have? I want the best for my kids, but I need to live in order to supply for them. I too need to eat, pay bills, pay for the minutes on the kids phone so when ever I am blessed to talk to them they have those minutes.
