I need help! No one will help us!

My ex is supposed to be paying child support. I even agreed to a lesser amount than the court wanted, so he would have money to enjoy the visitation with our kids. Now he is $5500.00 behind! He pays $40.00 here and several weeks later he will pay $50.00 and so on! After I lost my job and i literally begged him to start paying something every week, just so I could stay above float with the utilities, he gave me $100.00. I know I should be grateful and really I am. What bothers me is that my ex makes $18-$23 per hour. I know he can pay a decent amount every month and get caught up. I tried the case with the state, they kept sending him letters. He laughed in front of my kids one time and threw the letter in the garbage! I called the state child support agency religiously! It was the same thing, in so many more weeks, we will send him another letter if he hasn't responded. So, I finally call an outside agency, the representative told me that in my state the child support collection agency could be fined for helping me collect the money owed to my kids. I just don't know what to do. I really wish I could find an answer. I know that if my ex knew that he was cornered, he would pay up. I am not money hungry either, I just want financial help raising my children. Any advise would be so appreciated. Thanks!
