Intercepting tax refunds or NO compliance with employer........

How does the IRS miss this one. My daughters father has not paid child support in over a year. He has made very decent money at his current position working at BIG health insurance agency and the current child support order is set at a long ago crappy job he use to have, which amounts to almost nothing. Though the system has failed repeatedly to intercept child support from his employer and this past January I received notice that they were intercepting his tax reund. Well....according to my daughters father, he got it. I called the child support division and they stated that they did't know how, but he did it. But that there was payment made from the IRS that had went out, it just wasn't to me. Forgive me for sounding like this is all about money, but you must understand that I have been raising my child by myself sense she was born. The father has been doing everything to jump from job to job not to pay support or provide insurance for years....Currently, he has been at this job for months and states that it pays well and he's pursuing this for a long career. I just don't understand...I've received the paperwork from child support division knowing where he's at and still nothing or NO investigation on how he received his income tax??? And mind you my childs father sees her every other weekend and tries to attend her school functions. So.... I allow him to be actively involved in her life, for her sake. I just wish he would help fit the bill!!!!! And by the way I don't have any other children and I'm 35 yrs. old, just finished up with my bachelors. So, I'm not one of these dead beat mothers just wanting to live off the system and take my childs father for everything he's got!!!
