Is it fair to consider college fees the same as child support

My husband sit in Muscogee County jail, GA as I write this for not paying his daughter's college expenses. The mother has never been told by the court that she needs to give him documents showing that the daughter is in school, what the expenses are, and what financial aid package she is receiving from the government. He is being told he must pay what it would cost someone to walk into the University of Georgia & pay out of pocket without applying for any financial aid. He is being held on a contempt for her first year of school & he was told that she had attended Auburn University all year & know we find out she was only there for 1 semester. Her attorney has refused to give him an account for what the expenses are, he is just given an amount. On top of it his ex-wife works for the City & knows all the attorneys & judges in this little town. It's like it is a good o' boys club & not a real court of law. The judge that keeps hearing his case even told him at one time that his case was going to make him famous one day. We can't afford an attorney so I'm trying to figure out what I can file on his behave. He's not saying he doesn't owe anything just not what they are saying he owes. On top of all things his child support was garnished from his pay & he over paid that by $6000, so why don't they credit him for that? I can't seem to get any answers from anyone, they all keep telling me I can't help you or you just need to hire an attorney. If I had the money I would have already paid the fine & got him out. I'm unemployed so I can't afford an attorney & I've been told I can't get a Pro-bono attorney because they only do cases for domestic abuse.Where can I go for correct information?
