jerked around by the system

Well, I had been married to a Native American for two years and ended the marriage in tribal court because of her infidelity. During this time a child was born and to this day I am still not sure if it is mine. Immediately after I was told to leave the reservation my ex filed in court for the divorce and I was found in default, resulting in a decision against me.
When I got the notice it showed that we never had any property and that I was ordered to pay child support. I immediately attempted to file in tribal court many times to not only establish paternity but to contest the amount of the support, as they have a set amount and do not take both parents incomes (ex has good job) only to be hit by a stone wall and told that because I wasn't from there that perhaps I should leave well enough alone. I had lost my job for a while and couldn't pay support at the time and after a while I did find a job on the outside, only to be met with an enforcement order to garnish my wages for past due and current support. I didn't object as I couldn't since it seemed and still does seem that I have no rights.
Meanwhile I have never seen this child and don't even know where this child lives and this has been at least 9 years now. Now I have received a letter from the state telling me that they're taking me to court for arrearages and current support as if I have never paid anything! I have had my wages garnished by the tribe for some time now and now once again the system is blindly coming after me. I have a wife and two boys whom I love and take care of and this is a strain on us all. I am doing the right thing and yet the main point of the system (the child's well being) is being ignored because of money.
