Joint Custody Father-after the fact

My ex-spouse and I had joint custody. I had physical custody of son -she the daughter. We had verbal agreement that I would not pay her 250 a month (my mistake). When both my children grew up my ex filed for back child support and won in court. I've paid continually for the last eight years. On 08/05/08 the State of Calif put a bank levee on my bank accounts. After calling both the State and the County of San Diego They have both concluded that I am not past due, but neither are taking steps to take responsibility to correct the problem. I am in dire straits now that all incomes were lift at zero amount. This most importantly hurst the welfare of my 3 year old son.
