Jurisdiction of non-custodial parent paying child support

My ex-husband and I got divorced in Texas in 1999. We were both active duty Air Force at the time and stationed in Japan. We both were registered voters in the state of Texas at the time of the divorce. After the divorce, the children and I moved from Japan to Indiana. We have lived in Indiana ever since. My ex-husband retired from the Air Force and has moved to Maryland. He has not been to Texas since the divorce hearing. I filed a motion to position a change in child support in the state of Indiana. However, when we went to court, the judge said that Indiana does not have jurisdiction over my ex-husband and cannot file a motion in Indiana. My ex-husband will not agree to have the court case transferred to Indiana (because he would then have to pay child support until the children are 21 years old). Does anyone know how I can get the court case transferred to Indiana (or Maryland)? Has anyone else ever gone through this before? How can I get Indiana to have jurisdiction over my ex-husband. Is there an Indiana law that can help with obtaining jurisdiction? Any help would be grateful. Thanks!
