Being we only have your side of the story , this is the only advice i have for you.
Have you daughter tell a family court judge what you told us here,even if it is not in the county that you are living in.They are bound by LAW to report it. And then have the daughter go to child protective service with the same story to get her money back and have the mother(who is taking out her anger of you out on your daughter)investigated .
I understand the stepfather being an asshole ,But the scumbag of a wife needs to step to the plate and be a fucking mother and protect her daughter ,the only problem I might see YOU having here is that you might be in arrears with the state (thats who pays child support when the parent cant ) and they might come up after you. Either way you cant take blood from a stone .

She is 17 right. She can legally leave home and come live with you. If that what she wants. Tell her to come live with you. That right there really rubs me the wrong way because the ex wife needs to grow up. I feel for you man!!!
