Lousy non-custodial dad worms out of responsibility every time!

I got married in 2003 and my divorce was finalized in 2005. My ex-husband was abusive to me during our marriage and he still has joint legal custody with me and unsupervised overnight visitation. Our daughter is five years old and has lived with me her whole life. My ex is now trying to take me to court and is telling lies that portray me as unfit so he won't have to pay child support... Nevermind the fact that he owes thousands in arrearage and gets away with it every time we go to court. The judge gives him chance after chance; my ex doesn't feel threatened by the system and it's all laughs for him like this is some kind of game. I went the department of revenue here in Tampa, FL and they said that I haven't received his tax refunds because there was a "glitch in the system." They claim they've since corrected the problem and I also filed with the state for modification of the existing order to increase the support he owes me because I know he's making more than he was when we got the final judgment from the divorce. I had a lawyer for the divorce but I can't afford one now and it's outrageous how he doesn't have to be accountable to the state. How can the system let these losers get away with this? Isn't there something for the parents that care for the children every day? Why doesn't that count more than the so-called rights of these non-custodial parents? Meanwhile our kids have to go without or with less because these deadbeats don't help care for the children they helped to create.
