Mother Overwhelmed With The System

I have a 14 year old daughter whose father left when I was 7.5 months pregnant with her. When she was born, I moved from Chicago to Alabama. Later I found that he married and moved to Texas. So I applied for child support then. As I said she is 14 now and I have been faced with the financial burden of caring for her and her needs all of her life. I submitted to the state his social security #, old forwarding address, birth date, etc. For I thought this would help with collecting child support to no avail. We found him and actually had some contact with he, his wife, and children when my daughter was 11. He issued some apologies for not being there as he should have been, blah, blah, blah, but still to this day isn't helping me with OUR child as he should. I am really fed up and am in need of help seeing as though she is heading to high school this school year. I need some kind of direction as to how to handle this situation because I am overwhelmed and sick to death of dead beat dads not having to live up to their end of parenting.
