mother/ primary residency-no support! Loophole...

So my son is 5yrs. old. Since he was 1 we have been doing court,and the father has owed support. At first he'd pay sometimes. Now we have an order that states he owes $155.per. week. Needless to say he owes me over $13,000.so far. He ownes his own company,and makes real good money, but for 3yrs now hasn't shown any real proof of income or even a child support affidavit. About a year ago he had his company LLC'd and doesn't show himself recieving a paycheck.Can we say loophole! Everytime DHS tries to pull his license he files a motion with the court.DHS suggested I file a motion for contempt, however it costs $60.00 to do so. I don't have it.As it is now, I have the bank threatening to take my car because I can't make the payments, my landlord getting frusterated,and the father who is a drug addict, thinks it makes me look like a bad mother. I have been told other states put them in jail or plaster their picture everywhere. When I call DHS I am treated as if I am waisting their time and it's not their problem. I can only assume his debt is much smaller than some., otherwise i'd think alot of people just don't want to do their jobs. In this case, I think Maine's laws stink and don't consider this scinario. We are currently waiting for a trial date on visitation schedule only. I am unable to have a lawyer do to my financial situation.(already owe over $7,000.00 to my ex-lawyer)
