Never going to change

This system is so messed up. Let me just start by saying that I do not NEED the money to support my children. I can support my children on my own!
My ex-husband and I had our kids when we were very young and very dumb. After we split up a few years later, I filed for child support. Along with that came ground rules for visitation. Which I wanted at the time so that way I could make sure he wouldn't leave with the kids. Well, he had a job at the beginning, but lost it after a year. Everytime he starts a new job, he quickly quits because child support starts to catch up with him. He's about 8000 behind in child support and has no intentions to pay. Which, again, I don't care about the money. What gets me is the fact that he won't follow our custody guidelines set forth by the Texas OAG. He is supposed to have them back by a certain time on Sundays. He doesn't. It affects their schooling because it throws their routine off. Then, he is very irresponsible, letting them ride around w/o car seats or any regards to safety. He leaves them with people they don't know because he wants to go out drinking. These "babysitters" don't even speak English or are too young to be babysitting. He doesn't listen to the restrictions that doctors put on the children. And once, my daughter once told me she was walking around in the middle of the night by herself because a dog got out...in a TERRIBLE apartment complex, known for drug problems. She was 4 at the time! I brought this up to a Texas OAG counselor. She basically told me that unless CPS goes out there and has evidence, I can't do anything. So I have to wait until my children are harmed before they'll take action. As for the bringing them home late, there is no judge that will reprimand a father for wanting to see his kids longer. They will not take my concerns seriously and then allow him keep popping out babies with other women while NOT paying for the ones he already has. I see this as a serious problem! He hasn't paid since 2008! Yet they keep telling me it's in the "enforcement" stage. What's worse is, he is a Disney Land dad and will take them on trips and to fun places, all while shirking his responsibilities. So the kids LOVE him for that, but if he actually put what money he did have towards them, then he wouldn't be able to do that. So they think he's just awesome because he doesn't have to deal with any of their school issues or life issues, he just takes them to do fun things and leaves the parenting to me.
