NO ACCOUNTABILITY for child support RECIPIENTS??

My husband is a wonderful father to my Step-son. There are never issues with his payments.
The EX is constantly arguing about money, asking for money, nickels and dimes him, and tries to get an increase at least every other year. She outright refuses to work, and has put the child on free lunch in school-she is not adding her current husband's income. She is paid $600 for one child!
Each time she has received an increase, my Step-son seems to spill the beans...mom bought this, mom got her nails done but didn't take me for a haircut, mom hired someone to clean, mom buys a lot of cigarettes and beer, etc. ISN'T CHILD SUPPORT SUPPOSED TO GO TO THE CARE OF THE CHILD???
We have to submit tons of documentation when we're made to fork over additional money...WHY DOESN'T THE RECIPIENT HAVE TO SHOW ANYONE WHAT SHE IS SPENDING THE SUPPORT ON???? Why do we have to be accountable for our earnings and payments, but she does not have to be accountable for showing the money is in fact going towards the needs of the child???? This needs to be fixed!!!
Maybe support payments should strictly be used for specific things (ex.-food-receipts to show no alcohol/tobacco; clothing-receipts submitted as proof of size.) Use a system where the support can be offered as a state voucher or gift cards to grocery or clothing stores. Let the support payment be made to one specific utility bill. SOME FORM OF ACCOUNTABILITY IS NEEDED!!! TRANSPARENCY!!
