No support

I went to DHS about Aug of 08 to request child support from my son's father. The paternity test was taken and then his dad decided he wanted visitation rights and hired an attorney. The case has gone to the district court and he only saw his son a few times and his attorney has withdrawn from the case. He has cut back his work hours and continues to "put off" signing the child support paperwork and court continues to be postponed. DHS will not help me because it is in district courts and he will send random checks of 200 to me but not consistant. He owes for more than 5 years of back support and was computated to pay much more but it has not been filed. Do I have to continue to wait while he lets his income dwindle away and deceives courts with his income and money? We have not been in court to establish this for over a year and a half. Please help!!!
