Non-Custodial Parent Does Not Comply

Currently I have not been recieving full child support payments from the non-custodial(NCP) parent in a timely fashion if not at all. On July 24, 2009 we had our first court appearance and the NCP reported that he started employment on May 18, 2009 with company "ABC". There was an employment execution letter sent to his employer and after two months a response was sent stating NCP was not employed there any longer. On our next court appearance which was on November 2, 2009, NCP reported he was employed by "XYZ" as of April of 2009. An employment execution was sent to this employer on November 5, 2009 as well and they haven't reponded. I beleive that the NCP is being untruthful about his employer which could be the reason why there is difficulty verifying his employer. NCP is behind on previous payments and not paying on current judgement and arrears. What steps are taken to resolve this issue? I am confused and dont know what to do in order to obtain payments. I feel helpless and dont know what to do besides file a petition of violation which takes time from work. What process is taken if an employer is not verified or located?
