Step Mom

My husband and I have had his son since he was three and he is now 11. His mother is court ordered to pay us child support and hasn't for the last 8 years. She hasn't even bothered seeing him for the last 8 years. Now we found out where she is working and went after her for the child support she is ordered to pay us. She recently had her 6th kid (all have different dads) and is on maternity leave from Hardee's! She missed her child support payment for last month due to this. My question is shouldn't she be responsible for paying it since she isn't work for them to take it out of her check? I have been taking care of her son since I was 16 years old. She is on parole and is supposed to be working so I am just not sure what is going to happen if anything. She already owes us over 12,000 in back owed child support and now we stopped getting it again. We won't see any of her tax money either because she owes the state or they take it first. What are the laws? I have looked everywhere. I just feel that she is getting away with it where if it were a male he would be busted. There are deadbeat mothers as well and they should be gone after to.
