System fail but big time

As a single mother I have struggle each day to provide for my children. My oldest father did not wanted to pay the 17% so I took him to court. He wanted to pay me only 80 dollars a month. Then my youngest son father had a car accident and his sister file a lawsuit. The lawsuit was settle and my son father wrote to me and told me this and how he had all this money. He also stated that he pay off the child support until the age of 24 years old for my child. But I haven't seen not even a penny of that money. Now I file a child support claim and I went to court hoping that I would see some of that money but no! the court stated to me that they couldn't touch that funds. While my son father is in jail, I struggled each day to provide for own son. Now that my son father is out and the court claim that they are following up on him. I still haven't see any of the money even though I have given them all my information about my financial hardship ,nothing has been done. By the time I receives child support my son will be of age. Why? does it take so long for the court system to find out if there is any funds for child support and why does it take years for a father to support a child he brought into this world. Now my son father is doing a great thing he taking care of his mother and his grand mother but what about his son who can't take care of himself if it wasn't for his mother. Why? can't he get a job, well because he getting his GED, and he has no time for a real job that pay him. Is the court going to allow this man to continue doing what he doing while his ex work and support her child with little earning. I have no faith in the court system specially when the Lawyer of the child support agency ask me if I knew where the funds were. Give me a Break !LOL
