Texas AG and Interest

There's no fighting the Texas Atty Gen when it comes to interest. I'm still unclear, though, as to WHO the interest goes to. I believe it goes to the state of TX, which explains why they won't remove or dissallow to penalties and interest. My husbands arrearages are close to being paid off, but the interest is far from it! For every $600 he pays, $350 goes to the ex and $350 goes to the state! At this rate, with accumulating interest, like a major credit card, it will NEVER be paid off. His previous attorney petitioned the court to stop adding the interest, they will not! It's crazy! He's offered a lump sum to try to get it over with, but the state won't accept the lump sum! They won't accept just the amount of arrearages owed, but insist on the interest, too. It's a no win situation for the custodial (of the now grown children) and the non-custodial, beacuse the custodial doesn't get the full amount each month and the non keeps paying! When will it stop?
