The institutonalizing of conflicting interests...
Part of the story.
People are so uninformed these days and they fail to see things for what they really are. The child support agency is a person and support for that person may have little to do with providing for one's own children. There are at least 450 million in undistributed funds floating around out there for which there is no method established for dispersing them.
A more fundamental concept for this highly unconstitutional program is it is part of a "hidden agenda" to move this country in line with a plan to create a world wide collective estate ruled from behind the scenes by those same "tax-free" foundations whom created them.
Any person, living or otherwise who supports this program is committing treason against its country. But it sounds like such a good thing, how can support one's children be a bad thing? How can creating a sub-class of citizens with diminished rights be bad? How can removing someone from fundamental freedoms without due process be a bad thing?
Well if you can't see the harm and total devastation that will result from such a program, then God help you because I can't either.
