Tired of fighting

I am a single mother of two adorable girls. My oldest is turning 11 this november and her father is a resident of Idaho state. I have been recieving $117 for the past eleven years on and off. I have never once asked to for more money. Recently, i decided to request a modification of his child support. Since the children and I reside in Washington state i requested it through the state that we live in. I had to fill out a large packet of papers and mail them back. Once that was done Idaho state sent me another large packet of which I took time to fill out and pay out of my pocket to send back. Then I am at the grocery store September 9, 2009 and I recieve a call from Idaho state regarding my child support.
The lady informs that I have one more form that I need to fill out and send back. I ask her what the form is and she doesn't tell me she responds with in order to finish the modification this for must be signed and faxed/mailed back. I tell her that I am going to have to call her back when I get to a fax machine. I call idaho state back and talk to a second person who finally tells me that I have to sign and fax back a fee agreement. I recieved the agreement and they want to keep 20% of my daughters child support to pay $525 in fee's of which if not able to collect from the father I agree to let them collect this fee from me in an manner. I fax the for back saying that I agree to pay for half of the fee's and that they can keep 10% of my daughters child support and that all fees should be divided equally among the parties.
I then was informed that it is not Idaho's policy to do this that the person requesting the modification is responsible for all fees. This to me is a load of crap. To me Idaho is encouraging fathers to be deadbeats. Why would a father that is order to pay such a low ball amount request to have his support raised and pay fees on top of it. I am pissed that Idaho is stealing from children and not making fathers more accountable for their actions. I have heard that Idaho is a fathers state and now I know why.
