Tired Of This Dead Beat Dad

I have a beautiful 9 yr. old daughter, and 11 yr. old son who lives with me currently. I also have a 13 yr. old son who is a juvenile delinquent who lives with his father. For 3 1/2 years my children's father was incarcerated and I never received a single support check even though I had an order for my 3 children who were all living with me at the time. Upon my ex-husband's release my oldest moved in with his father and their father took me back to court to modify his support order. I was told an income execution would be issued for the arrears he owed over 6,000 dollars but I wouldn't be awarded any current support because our support offset each other. They said because he had our son and I was disabled I would be ordered to pay 25 dollars and because he was receiving public assistance he would be ordered to pay 25 dollars as well so that made the amounts offset each other. Well, since then he has obtained work, he has stopped receiving public assistance, and now I haven't received a check since June 2009 for the arrears. It wouldn't bother me if he was really hurting financially but he is driving around in a new car every couple of months. I have had the same vehicle for 5 years and it was bought used. Where is the justice for my children?! I am just wondering what can I do to force this man to pay for his children. Yet he wants to take them every other weekend and act like a father but doesn't want to be financially responsible....NY needs laws like other states no child support no visitation!!
