Trying To Clear Arrears

I have two kids that I pay child support on and love dearly. I was 17 years old when my son was born, the mother was 21. I was not sure he was mine and requested a DNA test from the mother. The mother did not want this. So being young and naive I let time pass. When he was about three I pressed the issue again to no avail. I even went to meet them at a park and they never showed up. Time passed and all of a sudden I get a call out of the blue from the mother wanting a court case to prove I'm the father when my son turned eight. She stated she wanted a DNA test and was not going for back child support and wasn't even bringing a lawyer.
I arrive at court and find her with a lawyer that wanted to go for 16,000 back child support! I couldn't believe it because of what she told me just the night before. Talk about getting the wool pulled over your eyes. Interesting note: I figured maybe she waited so long due to a possible statutory rape law, because I was 17 and she was 21 at the time?
At any rate, I got bad advise and agreed to $6,000 in back child support. I didn't realize the state was charging me 12% interest. Highway robbery. I don't understand how they can charge interest when no money was fronted.
So I have been paying my current child support with an extra $170 a month for the back child support and am barely making a dent on the atrocious twelve percent interest. I feel as though I am continually getting ripped off.
Anyways, about two years ago I convince the mother of my son to clear the back arrears because of my credit also now being affected by the back child support. She agrees we go down to the local office and after waiting for hours we finally see someone. We both state that the back arrears have been paid and we want the balance cleared. The person were talking to all of a sudden states that a child support officer isn't actually in the office. So he would make a note of it in the system. So days, weeks and months pass without hearing a word. I try speaking to the office and get no where. So I figure child support makes it easy to file a complaint so I do that three times starting two years ago and have heard nothing up to this date.
Then about a week after going down to the child support office, I try to use my bank card and find out my checking account has been frozen by the attorney general. At the time my son was living with me and I was still paying child support. At the time also I was not paying enough on the arrears so the 12% mushroomed up to 10,000 dollars. I was paying child support every month on time for the previous years. So checks bounced and I had tons of check charges which the bank wouldn't drop. So here I was as usual holding the bag again. After two weeks of not having any money and stating my son was living with me they unfroze my bank account but the damage was already done.
IT IS NOT ABOUT THE KIDS FOLKS. IT'S ABOUT MONEY, GREED AND UNFORTUNATELY US DO-GOOD FATHERS FEEL THE BRUNT OF IT. My ex-wife goes on vacation five times a year to the Caribbean. My last vacation was a year and half ago to Arkansas. She has worked maybe for two months her entire life. I have worked non-stop my entire life and pick up my daughter every other weekend 250 miles round trip. The ex-wife never meets me half way. I love my son and my daughter more than anything in the world. I wish the attorney general would do what's really best for the kids and some mothers weren't so damn greedy.
