A little story about child support. The more money the state collects for child support the more federal funding they get. They use the number of people on state funded programs as an indicator of how much money they ask the federal government for. That is why if you are on state assistance they are more likely to help you get your child support than if you werent' on any assistance. It's screwed up I know. The sad part is the good men get screwed while the bad men get away. File child abandonment on him. Do you have that in your state? Best of luck to you with your X.
