Why are dads warned?

I was married for 10 yrs and then he goes and has an affair. When you go to court the lawyers don't even want to hear that. I had all the proof and my lawyer did not even say anything. That's OK, but then the child support order comes into play and it is 14% of what he the father makes. So I receive $320 a month for one child. Well, two hundred goes to day care and I have to support my son with the remaining $120. My exhusband has not paid child support going on 5 months and he comes every other weekend to get his son. I have a child support order out on him and they say the company has two weeks to return the order and then 14 days before they start taking it out of his check. What I want to know is this, I had less then 30 days to find a place to rent and buy a car for me and my son. I did not have time to get my budget going so why does he? The state starts the process and then gives him 14 days to adjusted. Why can't the state start the wage garnishment right away? I feel the state is sending a message like hey, you have 3 week to work and then you can run, we will find you again. Well, what about the moms that are working a full time and a part time job and goes to school full time. This is me, how fair is that? What do single parents have to do to get help? If you go to the state for food stamps they say you make $17 too much. How is that when I am not even able to get by with what I make?
