Wife of Non-Custodial Parent

My husband has always worked hard & paid his child support. Recently due to the economic crisis he was what they call "permanently laid off". My husband is a cabinet maker of 30 years & has no other trade. The future does not look good for this type of trade. With unemployment benefits less than half of his usual income we did what we were advised by the family support division and filed for a modification. Sixty days later we are told no modification is forthcoming and they are basing his income on "last known income" therefore no changes being made. I am flabbergasted at this finding. How do we continue to pay the previous amount when his income is cut more than half and no prospects in the near future? Its strange to me that when he gets a raise or changes jobs in the past its an automatic "increase" but when times are tough there is no adjustment allowed?? I live in Missouri and we both have worked all our lives. He pays 70 percent of the cost to raise the child and yet the mother is only required to pay 29 percent. Where is the 50-50? Why is the custodial parent not required to provide support for the child? I am dazed and confused. If anyone has any advise for Missouri residents I would greatly appreciate it.
