Wrongful Imprisonment

Well I pay child support for my daughter that I don't get to see. I live in Pennsylvania, and my child lives in California with her mother. I pay child support, and have even spent time in jail for falling behind on my payments. The support order is from California, and the domestic relations office in the county that I live in here in Pennsylvania enforces the order. I got jailed, because it took Pennsylvania over 18 months to finally get in contact with California, or vice versa. Am I able to file a lawsuit, because of the mistake that was made? The reason for my child living in California is because that is where my ex is from. I was stationed in Southern California while I was in the military. I am allowed to visit my daughter, but the problem I have is as long as I pay support I won't be able to visit my daughter since the payments I make are to much. I don't live in California anymore and the last time I filed to have my payments lowered I got denied, because they said I make enough money. I make $3 less an hr now than what I made while I lived in the state of California. I tried going back in the military again, and because I owe back child support I'm automatically DQ'd from joining again.
